The 25% rule, simply put
Council tax assumes two adults live in every home. If only one adult lives there, the bill drops by 25%. On a typical Band D bill that can mean several hundred pounds a year back in your pocket.
- You must be the only adult (18 or over) living in the property as your main home.
- The discount applies automatically once your council approves your claim — it isn't means-tested.
- It can usually be backdated to when you first became eligible, so claim as soon as you can.
Who doesn't count as an adult
Some people are “disregarded” for council tax, which means they don't break your single-person status:
- Full-time students, student nurses and apprentices.
- People under 18.
- People who are severely mentally impaired.
- Live-in carers who meet the qualifying conditions.
- Members of religious communities and some hospital residents.
So if you live with one full-time student, you're still the only countable adult — and the 25% discount is yours.

- The council may ask for evidence, such as proof you're the only adult resident.

Keep it honest
If a partner moves in, a child turns 18, or your situation otherwise changes, tell the council promptly. Claiming the discount when you're not entitled can lead to a backdated bill — and in serious cases, a fine.
